Hey, help finding the movie ociated with this scene for me?

I only remember one scene clearly. One character is in a large mascot suit of some sort and he is told to put his hands up by a cop with a shotgun. He puts one hand up and states that he can't put up his other hand because he's using his other hand to control the mouth of his suit while talking and that the arm he can't put up is actually fake. In the end, the cop shoots off the mascot's fake arm. Stuffing flies everywhere and the mascot screams or something.
