How to shut down a roadside zoo?

I visited a "Game Farm" recently that was horrible. The size of the animal enclosures is saddening. The big cats and wolves have no room to even run and nothing to enrich them, and the bears are only being held in their small enclosures by the fear of being shocked by an electric fence. I believe that these animals are unhappy and would be much better suited in much larger enclosures elsewhere. I have been to sanctuaries where the animals have had as much as 25 acres to roam free. The Game Farm animals are caged in enclosures that are no bigger than my living room. The Game Farm to me is more like a roadside zoo. Is anything being done to improve this situation or shut down this place? So far I have emailed the state's Department of Fish and Wildlife and haven't gotten a reply yet. Thanks for any and all suggestions/tips.
